Former Mobile councilman charged after threats at Hooters
Mobile police said officers were called to the restaurant on October 14 after an employee reported inappropriate and threatening remarks. Court complaints allege that William Carroll, 56, made violent threats to two employees, including threats of rape and killing people. One employee said she feared for her safety.
Officers issued Carroll a trespass warning at the time. He was arrested on October 28 and booked into the Mobile County Metro Jail on October 28, 2026. He faced two charges of making terrorist threats in the second degree, each carrying a $3,000 bond.
Carroll was released shortly after 9 p.m. after posting bond. A bond hearing was scheduled for Friday.
Hooters said the employee reported the disturbing comments to a manager, who asked the person to leave and notified authorities. The restaurant described those actions as standard policy.
Carroll previously served on the Mobile City Council, representing District 2. He lost the seat to Samantha Ingram in August 2025 and later filed a lawsuit challenging her eligibility to run, alleging she did not meet residency requirements. The lawsuit cost him $25,000 in legal fees.
