'It's put up or shut up time': Deep Ellum bar owners on violence and fed's promises

After three shootings killed four people and injured more than a dozen in Dallas’s Deep Ellum neighborhood on Halloween night, federal and local officials announced a multi-agency operation to increase patrols and address crime.
