Our recommendations on two Philadelphia City Charter amendments | Endorsement

On November 3, 2026, Philadelphia voters considered two City Charter amendments: one allowing small-business contracting preferences and another making Creative Philadelphia a permanent city office. The Inquirer Editorial Board recommended voting yes on both.
