Did Sheng Thao actually have the power to steer city deals in exchange for bribes?

On October 29, former Oakland officials LaTonda Simmons and Jestin Johnson testified in the federal bribery trial of former Mayor Sheng Thao about city contracting and emergency housing powers. Johnson said Thao never pressured him to steer business to companies or appoint favored individuals.
