ICE Agent Points Gun at Bystander During North Hollywood Arrest
Video of a federal immigration operation in North Hollywood shows masked agents tackling and handcuffing a man on the sidewalk, then carrying him toward an unmarked SUV. The arrest took place near Vineland Place and Otsego Street early on October 30. The detained man’s identity and the reason for the arrest have not been disclosed by officials contacted about the incident.
A dog walker was nearby with two dogs as agents restrained the man. One agent dropped a canister that witnesses identified as pepper spray. The bystander picked it up and tossed it toward the street; another masked agent then shoved him into bushes and aimed a handgun at his face from close range, the video shows. The agent stepped away, but later approached again as the bystander fled.
Witness Damari Butler said he began filming after seeing the pedestrian tackled. “There was no asking what his name was, no ID, nothing. They just grabbed him,” he said. The video shows agents lifting the handcuffed man by his arms and legs as he cries out, including in Spanish, before putting him into the SUV. A witness also said an agent appeared to use spray on the dog walker as he ran away.
Los Angeles Mayor Karen Bass said the images were alarming and called for residents to feel safe in their communities. Representative Luz Rivas condemned the operation, while Councilmember Nithya Raman also criticized the agents’ conduct. Bass said she was working with the state attorney general’s office to pursue accountability for any wrongdoing, and referred the matter to Representative Robert Garcia’s office for oversight.
The Department of Homeland Security had not responded to requests for comment. Residents said the incident left them shaken, and video of the encounter continued to circulate on social media.
North Hollywood ICE Video Shows the Cost of Aggressive Enforcement
The North Hollywood footage captures the danger of federal immigration enforcement carried out on neighborhood streets: masked agents tackle a man, handcuff him and drag him toward an SUV, while an agent shoves a bystander into bushes and points a handgun at his face. The operation took place shortly before 8:30 a.m. on October 30 near Vineland Place and Otsego Street.
The dog walker had picked up a canister dropped by an agent and thrown it toward the street. Video shows another agent confronting him with a gun at close range. The bystander was not detained, but an agent later approached again as he ran away. The man arrested was heard crying out as agents carried him to the vehicle. His identity and the reason for his detention have not been made public by officials contacted about the incident.
Witness Damari Butler said the man was grabbed without questions or an identification check. The scene left residents rattled. That is not a reasonable way to make people feel safe in their own community, especially when an armed agent turns on someone walking dogs.
Mayor Karen Bass said every Angeleno should feel safe regardless of origin, language or appearance. She said she was engaging the state attorney general’s office to investigate and prosecute wrongdoing, and sent the matter to Representative Robert Garcia’s office for oversight. Representative Luz Rivas condemned the operation, and Councilmember Nithya Raman said residents should not have to fear going about daily life.
Federal officials had not responded to requests for comment. Accountability now matters: public officials have called for scrutiny, while the video has spread widely online.
North Hollywood ICE Encounter Demands Facts, Not Political Grandstanding
A video of an October 30 federal immigration operation in North Hollywood shows an agent point a handgun at a dog walker after the bystander moved a dropped canister toward the street. The same footage shows agents detaining a man and carrying him to an SUV. The encounter deserves a clear accounting, but political leaders should not use it to prejudge the entire enforcement operation.
The arrest occurred shortly before 8:30 a.m. near Vineland Place and Otsego Street. The dog walker was shoved into bushes and faced a gun at close range; he was not taken into custody. The detained man’s identity and the reason for his arrest have not been disclosed by officials contacted about the incident. Video shows him crying out as agents lift and carry him toward the vehicle.
Witness Damari Butler said he saw the pedestrian tackled without warning and began recording. The footage also shows the bystander toss a canister after picking it up, and an agent later approach him again as he runs away. Those details warrant answers about what happened and why force was used.
Mayor Karen Bass and Representative Luz Rivas sharply criticized ICE, with Rivas calling for the agency to leave Los Angeles and be abolished. Bass said she was seeking an investigation and referred the matter for congressional oversight. Such sweeping political demands go beyond the facts established in the video; the immediate need is a transparent account of the agents’ actions.
The Department of Homeland Security had not responded to requests for comment. Officials have yet to disclose why the man was detained.
